ATO-Anmeldung.de – Gemäß unserer früheren Blogposts ist Ihnen evtl. schon aufgefallen, dass wir, die FTD Consulting, zur Zeit verstärkt ATO Anmeldungen im Bereich Non-Complex & Complex Organisations durchführen. Die Anmeldung als ATO – Approved Training Organisation ist für alle Flugschulen nach Verordnung der Kommission (EG) Nr 290/2012 vom 30.März 2012, eine aktualisierte Fassung der  Verordnung der Kommission (EG) 1178/2011, für die meisten Flugschulen bis zum 8. April 2014 durchzuführen.  Wenn dies nicht bis zu dem gegeben Zeitpunkt durchgeführt wird, so verliert die betreffende Flugschule ihre Ausbildungsgenehmigung bzw. darf ihre Ausbildung nur noch eingeschränkt fortsetzen. In diesem Blogpost möchten wir einige wenige Details mit Ihnen besprechen, wie denn nun eine ATO-Dokumentation überhaupt beschaffen ist.

Falls Sie eine FTO oder eine TRTO sind, dann kennen Sie ja bereits das Konzept der Operations Manuals A bis D mit den enthaltenen Informationen. Diese sind wahrscheinlich auch noch durch weitere Handbücher ergänzt, wie z.B. Qualitätshandbücher, FSTD-Verfahrenshandbücher und der CAME, falls Sie eine CAMO in Ihrem Betrieb integriert haben. Wenn Ihr Betrieb niemals als FTO oder TRTO zugelassen war und als Registered Facilities (RF) geführt werden, dann ist dieser Blogpost speziell für Sie. Aber auch für FTOs/ TRTO gibt es einige Veränderungen, die die meisten nicht antizipieren.

Die Betriebshandbücher/Operation Manuals (OM A bis D) und das komplette Set von Training Manuals (TM General spezifische Handbücher) müssen n die EASA-Standards angepasst werden. Hier sind alle relevanten Informationen und Rechtsverweise einzupflegen, was an sich schon einiges an Arbeit kostet. Hinzu kommt dann noch das Organisationshandbuch/Organisation Management Manual (OMM) das notwendig ist um das geforderte  Management System zu dokumentieren und zu implementieren. Es besteht aus folgenden Subsystemen:

  1. Compliance Monitoring Programm (CMP)
  2. Safety Management System (SMS)
  3. Emergency Response Planning (ERP)

Wenn Sie bereits über eine existierende Qualitätsdokumentation verfügen und planen diese an den neuen Standard anzupassen, dann ist diese Arbeit eigentlich umsonst, da Sie das gesamte Handbuch neu schreiben müssen und viele weitere zusätzliche Informationen einfügen müssen. Wir haben dies für eine zugelassene FTO durchgeführt und haben unsere Lektion gelernt. Wenn Sie über gar keine Dokumentation verfügen, da Sie bisher als Registered Facility geführt worden sind oder planen eine ATO zu werden, werden Sie sicher eine Menge Arbeit vor sich haben, da Sie sicher etwa 10 Handbücher erstellen müssen, die leicht bis zu 1000 Seiten umfassen können.

“Aber was können wir tun?”, denken Sie vielleicht. Nun, Sie können einfach den Anweisungen nach PART-ORA.GEN und ORA.ATO zur Erstellung des Management Systems folgen und dann ein, zwei oder drei Mitarbeiter einige Monate damit beschäftigen die Dokumentation zu erstellen, oder aber Sie beauftragen die FTD Consulting über ihre Projektseite ATO-approval. Wir bieten Ihnen nicht nur eine Komplettset an Dokumentation, die Sie einreichen können und bei der Sie sicher sein können, dass diese zugelassen wird, wir beraten Sie auch im Prozess und helfen Ihnen die Anmeldung sauber durchzuführen.

ATO-Approval.com – According to our earlier posts, you might have recognised that FTD Consulting is currently addressing several ATO approvals for complex & non-complex organisation according to Commission Regulation (EU) No 290/2012 date 30th of March 2012, an amendment of the former Commission Regulation (EU) 1178/2011. In this post we would like to share some details with you, how the new set of documentation is structured.

If you have been operating an FTO or TRTO, you will be familiar with the set of Operations Manuals A to D with the respective information. These might well be accompanied by other manuals, such as Quality Manuals and the CAME if you operate it in-house. If you have never been an FTO or TRTO and beling to the flight school operators, the former registered facilities (RF), then this post is especially for you, but not only for you, as even for FTOs/ TRTOs, there are a lot of changes, which most won´t anticipate.

The Operation Manuals (OM A to D) and the complete set of Training Manuals (TM General plus specific manuals) have to be amended to EASA standards with the respective information and the new regulatory references. As this will consume quite some time, an operator will have to set up an Organisation Management Manual (OMM) in addition which is necessary to operate the mandatory Management System which comprises the following subsystems:

  1. Compliance Monitoring Program (CMP)
  2. Safety Management System (SMS)
  3. Emergency Response Planning (ERP)

If you already have an existing quality documentation and plan to amend that to the new standard, this effort is in vain as you have to re-write the whole manual and add a good number of pages. We did that with an existing FTO quality manual and found it a lot of work. If you have a none existent doumentation as you never applied for an ATO or you are a registered facility, you will drown in work as there are 10 documents comprising a 1000 pages to write and to compile according to the required EASA standards.

Well, either you follow the instructions of PART-ORA.GEN and ORA.ATO for the management system documentation and get one, two or three skilled employees to work several months on it or you inquire with us via our  project website ATO-approval.
